
A collaborative community-airport forum meets to discuss airport noise management, review trends, local concerns and recommend improvements.
The Nelson Airport Noise Environment Advisory Committee (NANEAC) brings together community representatives, airlines, airport operators, the Nelson City Council and airport staff. It supports open, constructive conversation to help balance the operational needs of a busy regional airport with the wellbeing of airport neighbours.
NANEAC is a partnership between the airport, operators and the local community to cooperatively manage local airport noise issues and mitigation, and to advise and assist Nelson Airport with preparing and implementing its Noise Management Plan.
Judene has extensive experience in governance, community development and strategic planning as well as stakeholder engagement and communications. She has more than 20 years' governance experience across public, private and not-for-profit sectors including deputy mayor of Nelson and served on Tasman District Council for 9 years.
She is on the executive committee of Energy Trusts NZ, independent member of the NZ Society of Actuaries national council, trustee of Network Tasman Trust, chair of Nelson Historic Theatre Trust, and deputy chair of the Rātā Foundation. She was made a Member of the New Zealand Order of Merit in the 2026 New Year Honours for services to governance, local government and community.

Anyone may submit a noise complaint to Nelson Airport if they are concerned about airport noise. The airport investigates all complaints, matching the information you provide with flight and maintenance data and measurements from a real-time noise monitor.
The person making the complaint will receive a summary of the investigation findings, and any action taken. If the investigation shows airport noise limits might have been exceeded, the airport reports this to the Nelson City Council.
The findings are also reviewed by the Nelson Airport Noise Environment Advisory Committee. Each meeting, NANEAC receives a report on noise complaints made in the previous quarter, and looks at data analysing compliance with airport noise limits. This means operators are made aware of the noise impact of their operations, and ensures an ongoing focus on compliance with airport noise rules.
